10/15	Release to CLD Exec Committee as prework for 10/21 meeting.
10/21	Meeting of CLD Exec Committee.
10/28	Revised draft on web, ask for further comment.
11/11	Final version released to CLD as prework for 11/18 meeting.
11/18	CLD review of ERIC recommendations and decision of how to precede.
11/25	Release final whitepaper on the web site.
